Pinball Construction Set made designing the game part of playing it.
Bill Budge first released it for the Apple II through BudgeCo in 1982, before Electronic Arts gave it a wider release in 1983. Instead of one fixed pinball table, the layout was yours.
A joystick-controlled hand let players drag parts onto the table and test the result immediately. They could add scoring rules, create graphics and sounds, then save their finished tables to disk and share them.
That made game creation approachable without programming. Pinball Construction Set became an early landmark for user-generated content and helped establish construction-set software as a recognizable form.
Will Wright later credited it with introducing him to constructive games and systemic thinking, saying he doubted SimCity would have existed without it. Its lasting idea was simple: players could be designers too.
